file size limitation for uploading

Hello Stephen,
please help me....
I couldn't upload the file with size more than 3 Mb...
i changed the settings with admin credentials...still i couldn't upload...

error message is: 403 Access Forbidden by CSRFProtector...

please help me.

I'm a new user.... everything is working fine except this error...
