I'm a little confused about the review / reject / resubmit cycle. I would think that re-submitting a document means fixing the issues that the administrator had with the document and then re-uploading the document for re-submission. However, re-submit appears to merely restart the Review / Reject process. There doesn't seem to be any mechanism to make changes and uploaded an updated document. One actually has to check the document back out, make changes, and check it back in. Once the document is checked back in, there is no longer any notice about the earlier rejection. The "Re-submit" option seems totally superfluous
