1- I want to be able to hide the departments from each other
2- I want to take away the option for users to add any documents
Any one else accomplished something like this before? I wonder how much customization would cost for these two features.....

Ive created a version where the departments are hidden... as well as one where the non admins cant see the names of other users...
As regards the users not being able to add new documents, its simple...hide the add link when the user type is detected as a non admin user...
