Community Support for OpenDocMan (Deprecated)

Hi, I'm trying to confirm if its true a user must be a reviewer in order to check out documents? I've googled, checked the forums and tried different permission options in ODM but can't find any way to allow a user to checkout a doc unless I set them as a reviewer.
