Why is it not possible for two users to concurrently check-out the same document (now a user has to check-in a checked-out document before another user can check-out that document).

For example: Two users wants to edit two different parts of a document. What if they could both check-out the document, do their changes to the document and then both check-in their revisions and ODM merges their changes into one revision of the document.

Or is this possible? Have I missed something?

This was done intentionally, and is just one way to handle multiple authors (and the easiest way). Merging changes between two files is not even simple when it is plain text (just ask people who use CVS), let alone binary file types.
